They know they won't get much bang for the buck if they place the money out here. <BR/><BR/>This could be an ominous sign. I'm beginning to doubt there will be any big influx of new project funding to help replace a quickly shrinking weapons budget. FY09 will see a new Prez and he/she should not have to live with a Bush budget. So expect nothing to be done until Jan 09. The earliest we will see a budget is Apr. but more likely it will probably be an ominbus bill so they can start working on FY10.
