Dick Watkins, AD for Safety and Quality (oh, and Environment and Health) started his all hands meeting at the NSSB by stating that he wanted to “tear [an unnamed employee’s] head off just that morning.”

He went on to say that he’d overheard an employee say, ”That’s not my job” in a conversation. He referred to the worker’s words as showing an unacceptable attitude for anyone under his supervision.

This from a Bechtile who will soon retire, only to come back as a “consultant” charging multiples of thousands of dollars for his wisdom.

This from a corporate executive who supposedly supports an institution-wide Human Performance philosophy meant to look for flaws in the organization to explain accidents, rather than assigning blame to workers.

Watkins touts a decreasing rate of injuries and illnesses as a Bechtel accomplishment at LANL. This is not because of the success of great new Bechtile safety programs at LANL, but the direct result of Watkins and Cantwell pressuring the employees who classify cases to interpret them as less severe, or find a contorted rationale to classify them as “not work related”, and therefore not impacting the safety statistics. Even the health care providers at Occupational Medicine have altered their treatment of patients to minimize the statistics because of pressure from Watkins.

Good riddance to another retired Naval officer who did so much for to LANL. Let’s hope Cantwell doesn’t become his successor or the deception will intensify.

Obama names energy team, vows new tack

NEW YORK (CNNMoney.com) -- President-elect Barack Obama unveiled his energy and environment team on Monday, ushering in what's likely to be a dramatic shift in the way the nation tackles the challenges of climate change, energy efficiency and the development of cleaner sources of fuel.

The team -- the subject of speculation for weeks -- includes Nobel-prize-winning physicist Steven Chu as Energy secretary and former Environmental Protection Agency head Carol Browner in a newly created position to coordinate energy and climate policy.

"In the 21st century, we know that the future of our economy and national security is inextricably linked with one challenge - energy," Obama said at a press conference Monday.

The president-elect drew a direct connection between transitioning to new energy sources and emerging from the current economic recession.

"As we face this challenge, we can seize boundless opportunities for our people," Obama said.

The team also includes Lisa Jackson, a former head of New Jersey's Department of Environmental Protection, as director of the EPA; and Nancy Sutley, a deputy mayor from Los Angles responsible for energy and environmental issues, as head of the Council on Environmental Quality.

Meet the team

The Energy Department: Chu will manage a budget of $24 billion and have a wide range of responsibilities. Chu will oversee the nation's nuclear weapons and nuclear weapons clean-up and will supervise research into both traditional and renewable forms of energy.

"The scientists at our national labs will have a distinguished peer at the helm," Obama said of Chu.

The comment was perhaps a thinly veiled barb at the Bush Administration, which has been criticized for trying to muzzle government scientists.

"His appointment should send a signal to all that my administration will value science," Obama continued. "We will make decisions based on the facts, and we understand that facts demand bold action."

Chu has run the Energy Department's Lawrence Berkeley National Laboratory since 2004. The lab, originally a nuclear-research facility, has become one of the government's main research centers for renewable energy.

Chu has been an outspoken advocate of cleaner energy sources and has often warned of the dangers posed by global warming.

"Climate change of that scale will cause enormous resource wars over water, arable land and massive population displacements," an industry newsletter recently quoted Chu as having said this past summer."We're not talking about 10,000 people. We're not talking about 10 million people, we're talking about hundreds of millions to billions of people being flooded out, permanently."

It's unclear what those in the energy industry think of Chu. He is said to be a cautious supporter of nuclear power and generally downbeat on coal.

Climate and energy coordinator: Browner, will direct the efforts of numerous federal agencies, including the Department of Energy, the EPA, the Transportation Department, the Interior Department, the Defense Department and the Commerce Department.

Obama's first year in office will likely see action on at least three energy and climate fronts - a stimulus bill that contains major funding for mass transit, utility upgrades, and renewable energy development; a separate energy bill that contains more funding for renewable energy and possibly tighter fuel-efficiency standards; and a bill mandating a reduction in greenhouse gasses.

Browner, a skilled Washington insider, will likely be spearheading the political effort to get these policies enacted.

A lawyer by training, Browner headed the EPA under President Clinton from 1993 to 2000. She gained a reputation for forging compromises between environmental and business interests.

Earlier in her career, Browner worked as a legislative aide to the late Sen. Lawton Chiles of Florida and as an aide to then-Sen. Al Gore.

Since 2001, Browner has worked at the Albright Group, a Washington D.C.-based consultancy set up by former Secretary of State Madeleine Albright. She also sits on the board of the National Audubon Society.

The EPA: Lisa Jackson currently serves as New Jersey Gov. Jon Corzine's chief of staff, a post she has held since the beginning of December. Before that she headed the state's Department of Environmental Protection.

Jackson spent 16 years as a staffer at the EPA. She spent much of that time devoted to the agency's Superfund program, cleaning up toxic waste sites.

Council on Environmental Quality: Nancy Sutley currently coordinates energy and environment issues in her job as deputy mayor in Los Angeles. She worked as energy adviser to former California Governor Gray Davis and was an EPA staffer during the Clinton administration, serving under Browner.

"You couldn't ask for a bigger change from what we had over the past eight years," said Karen Wayland, legislative director for the Natural Resources Defense Council.

Wayland contrasted the level of expertise of this team and its apparent commitment to curbing greenhouse gasses with President Bush's current team, which has been criticized for editing global warming reports so they wouldn't seem as severe.

"We're thrilled to be working with [the new team] next year," she said.

Energy as Stimulus

Obama said moving the nation away from fossil fuels and toward cleaner energy sources is a big part of his plan to jump start the economy.

"We can spark the dynamism of our economy through a long-term investment in renewable energy," he said. "We can create millions of jobs, starting with a 21st- century economic recovery plan that puts Americans to work building wind farms, solar panels, and fuel-efficient cars."

During the campaign Obama vowed to spend $15 billion a year bringing renewable energy technologies to market -- a plan he estimated would create 5 million new jobs in 10 years.

Part of that plan is thought to be enacted through a stimulus bill that he's expected to sign shortly after talking office in January.

The stimulus bill could contain measures to make the nation's building more energy efficient, tax breaks to encourage domestic renewable energy manufacturing, or money to replace the country's aging utility lines.

The other parts may come later in the year, in the form of a new energy bill or greenhouse gas law.

[OPINION] Civil plutonium can be used to make effective nuclear weapons

Can the plutonium recovered from spent civil nuclear-power reactor fuel elements (civil plutonium) be used to fabricate nuclear weapons with significant explosive powers?

This question has been the subject of much discussion since the end of the Second World War. President Dwight Eisenhower’s Atoms for Peace initiative, spread American nuclear knowledge and materials far and wide, apparently on the belief that civil plutonium from power reactors was unsuitable for use in nuclear weapons. The belief that civil and military plutonium could be safely separated was inherent in the negotiation of the Nuclear Non-Proliferation Treaty (NPT) in 1967.

The plutonium produced in nuclear-power reactors operated for the most efficient generation of electricity, called reactor-grade plutonium, contains a higher proportion of the isotope plutonium-240 than that preferred by nuclear-weapon designers. Typical reactor-grade plutonium contains 1.3 per cent plutonium-238, 56.6 per cent of plutonium-239, 23.2 per cent of plutonium-240, 13.9 per cent plutonium-241, and 4.9 per cent plutonium-242. Nuclear-weapon designers prefer plutonium containing, typically, 0.012 per cent of plutonium-238, 93.8 per cent of plutonium-239, 5.8 per cent of plutonium-240, 0.35 per cent of plutonium-241, and 0.022 per cent of plutonium-242, called weapon-grade plutonium. The major difference is that weapon-grade plutonium is richer in plutonium-239 and poorer in plutonium-240 than weapon-grade plutonium.

As J.Carson Mark explained there are two major problems with using reactor-grade plutonium in a nuclear weapon (1). Mark is undoubtedly an expert on the subject. He headed the Theoretical Division at the US Los Alamos National Laboratory for decades; was intimately involved in the design of both nuclear fission weapons and thermonuclear weapons.

The first problem is that plutonium-240 has a high rate of spontaneous fission so that the device will continually produce many neutrons. One of these background neutrons may set off the fission chain reaction prematurely, called pre-initiation, causing the device to have a relatively low explosive yield. The spontaneous emission rate of reactor-grade plutonium is about 360 neutrons/second/gram. The figure for weapon-grade plutonium is about 66 neutrons/second/gram. The probability of pre-initiation using reactor-grade plutonium is, therefore, much larger.

The second problem described by Mark is the heat produced by the alpha-particle decay of plutonium-238. The amount of plutonium-238 in reactor-grade plutonium is about one or two per cent. This contributes 10.5 watts of heat per kilogram of reactor-grade plutonium, compared with 2.3 watts per kilogram of weapons-grade plutonium. The design of a primitive nuclear explosive using reactor-grade plutonium would have to incorporate a method of dispersing the heat – such as the use of aluminium shunts. Otherwise, the plutonium would get very hot and become distorted or even melt.

Mark explained that, in spite of these problems, nuclear weapons could be fabricated using reactor-grade plutonium. “The difficulties of developing an effective design of the most straightforward type is not appreciably greater with reactor-grade plutonium than those that have to be met for the use of weapons-grade plutonium”.

More reactor-grade plutonium than weapon-grade plutonium would be required for a nuclear weapon. The bare sphere critical mass of reactor-grade plutonium is about 13 kilograms; that of weapons-grade plutonium is 10 kilograms.

Mark’s analysis was supported by Richard L. Garwin, another leading American nuclear-weapon expert expert, who wrote that reactor-grade plutonium is usable in nuclear weapons, whether by unsophisticated proliferators or by advanced nuclear-weapon states (2). Garwin was a consultant for the Los Alamos National Laboratory from 1950 to 1993, mostly involved with nuclear weapon design,manufacture and testing.

He was an author of the report by the Committee on International Security and Arms Control of the US National Academy of Sciences that concluded: “In short, it would be quite possible for a potential proliferator to make a nuclear explosive from reactor-grade plutonium using a simple design that would be assured of having a yield in the range of one to few kilotons, and more using an advanced design”. (3).

At a conference at the International Atomic Energy Agency in June 1997, Matthew Bunn, of Harvard University, discussed the value of reactor-grade plutonium for the fabrication of nuclear weapons, stating that countries with advanced technologies "could, if they chose to do so, make bombs with reactor-grade plutonium with yield, weight, and reliability characteristics similar to those made from weapon-grade plutonium”. He went on to point out that “in some respects if would actually be easier to make a bomb from reactor-grade plutonium (as no neutron generator would be required)" (4).

A detailed description of the nuclear physics involved in the design of nuclear weapons was given by Amory B. Lovins in the British scientific journal Nature in 1980 (5). It gives the physical basis for understanding the scope for using reactor-grade plutonium in nuclear-fission weapons and shows that plutonium from nuclear-power reactors “can produce powerful and predictable nuclear explosions”.

In 1953, the British exploded a nuclear weapon at the nuclear test site in South Australia made from plutonium of a quality considerably below that of weapons-grade (6). In 1962, the United States conducted a similar nuclear-weapon test (7). The actual amount of Pu-239 in the plutonium used in these tests has not been made public but it was apparently about 19 per cent. The tests were made to prove that reactor-grade plutonium can be used in an effective nuclear weapon.

Given all this evidence, it is, to say the least, surprising that some people still deny that reactor-grade plutonium can be used to fabricate nuclear weapons with significant explosive powers?

Comment on the Interim Report of the Congressional Commission on the Strategic Posture of the United States

Tauscher (D-CA) and Subcommittee Ranking Member Terry Everett (R-AL) made the following comments upon the release of the interim report of the Congressional Commission on the Strategic Posture of the United States. "The Members of this commission, led by Chairman Bill Perry and Vice Chairman Jim Schlesinger, have produced a thorough, balanced, and thoughtful interim report,” Chairman Skelton said. “I commend them on their encouraging work and look forward to the final product."

Ranking Member Hunter stated, "The Commission is to be congratulated on a thorough analysis of America's strategic posture. It is heartening that the Commission strongly validated the need for the maintenance of the U.S. nuclear deterrent. Hopefully, the Commission's interim report will be useful in the program prioritization that will take place during the next budget cycle."

“The Congressional Commission on the Strategic Posture of the United States has given us an important snapshot into its work with this interim report and I look forward to their final report in April. I worked in Congress to create this commission because America needs a real public debate about the role of our nuclear weapons,” Subcommittee Chairman Tauscher said.

“I have long advocated for one of the central observations of the interim report that ‘High confidence in stockpile reliability not only is important for maintaining deterrence, it is also vital for making substantial reductions in the size of our stockpile.’ Indeed, I believe it is in our strategic and security interest to do so. The Commission was created by the National Defense Authorization Act for FY 2008, and began its work in spring 2008. Due to a delay in funding, delivery of the Commission's final report has been postponed from December 1, 2008 until April 1, 2009.

Disarming Ourselves

A new report warns Obama about our aging nuclear weapons.


Iraq, Afghanistan and Guantanamo get more press, but among the most urgent national security challenges facing President-elect Obama is what to do about America's stockpile of aging nuclear weapons. No less an authority than Secretary of Defense Robert Gates calls the situation "bleak" and is urging immediate modernization.

On the campaign trail, Mr. Gates's new boss appeared to take a different view. Candidate Obama said he "seeks a world without nuclear weapons" and vowed to make "the goal of eliminating all nuclear weapons a central element in our nuclear policy." His woolly words have given a boost to the world disarmament movement, including last week's launch of Global Zero, the effort by Richard Branson and Queen Noor to eliminate nuclear weapons in 25 years. Naturally, they want to start with cuts in the U.S. arsenal.

But the reality of power has a way of focusing those charged with defending the U.S., and Mr. Obama will soon have to decide to modernize America's nuclear deterrent or let it continue to deteriorate. Every U.S. warhead is more than 20 years old, with some dating to the 1960s. The last test was 1992, when the U.S. adopted a unilateral test moratorium and since relied on computer modeling. Meanwhile, engineers and scientists with experience designing and building nuclear weapons are retiring or dying, and young Ph.D.s have little incentive to enter a field where innovation is taboo. The U.S. has zero production capability, beyond a few weapons in a lab.

We're told Mr. Gates's alarm will be echoed soon in a report by the Congressionally mandated commission charged with reviewing the role of nuclear weapons and the overall U.S. strategic posture. The commission's chairman is William Perry, a former Clinton Defense Secretary and a close Obama adviser. Mr. Perry is also one of the "Four Horsemen of the Apocalypse," the nickname given to him, George Shultz, Henry Kissinger and Sam Nunn for an op-ed published in these pages last year offering a blueprint for ridding the world of nuclear weapons.

The commission's interim report is due out any day now, and the advance word is that Mr. Perry has come back to Earth. We're told the report's central finding is that the U.S. will need a nuclear deterrent for the indefinite future. A deterrent is credible, the report further notes, only if enemies believe it will work. That means modernization.

That logic ought to be obvious, but it escapes many in Congress who have stymied the Bush Administration's efforts to modernize. Britain, France, Russia and China are all updating their nuclear forces, but Mr. Bush couldn't even get Congress this year to fund so much as R&D for the Reliable Replacement Warhead (RRW) program. Senator Dianne Feinstein dismissed the RRW, saying "the Bush Administration's goal was to reopen the nuclear door."

In the House, similar damage has been done by Ellen Tauscher, chairman of the subcommittee on strategic weapons. Ms. Tauscher, whose California district includes the Lawrence Livermore National Laboratory, likes to talk about a strong nuclear deterrent while bragging about killing the RRW. She also wants to revive the unenforceable Comprehensive Test Ban Treaty, which the Senate rejected in 1999. Let's hope the Perry report helps with her nuclear re-education.

If Congress isn't paying attention, U.S. allies are. The U.S. provides a nuclear umbrella for 30-plus countries, including several -- Japan, Germany and South Korea, for example -- capable of developing their own nuclear weapons. If they lose confidence in Washington's ability to protect them, the Perry report notes, they'll kick off a new nuclear arms race that will spread world-wide.

In a speech this fall, Mr. Gates said "there is no way we can maintain a credible deterrent" without "resorting to testing" or "pursuing a modernization program." General Kevin Chilton, the four-star in charge of U.S. strategic forces, has also spent the past year making the case for modernization. "The time to act is now," he told a Washington audience this month.

The aging U.S. nuclear arsenal is an urgent worry. A world free of nuclear weapons is a worthy goal, shared by many Presidents, including Ronald Reagan. Until that day arrives, no U.S. President can afford to let our nuclear deterrent erode.

LANL director updates state

SANTA FE – State lawmakers got an up-to-the-minute snapshot of the outlook at Los Alamos National Laboratory as they prepared for a 60-day legislative session just around the corner.

The LANL oversight committee heard an upbeat report from lab Director Michael Anastasio Friday and quizzed him for any clues about what the economic future might look like for northern New Mexico.

Anastasio led with the news of the week, that DOE’s annual performance evaluation was not only positive and trending upward for the laboratory, but had also added an additional year to the management company’s contract.

“I’m very pleased that they gave us a very good overall report card, especially for our missions, programs and science,” Anastasio said, who also serves as president of Los Alamos National Security, the partnership that manages the laboratory.

“It’s even more important that they added an additional year to our contract,” he said.

The evaluation awarded 81 percent of the available at-risk fee, or 88 percent of the total fee available, increasing the company’s earnings by a few million dollars over last year. A one-year extension on the contract represents tens of millions of dollars in additional fee, plus a bonus year in charge of a national laboratory whose budget has been holding at about $2.2 billion a year.

Thanks to the continuing resolution reached on the budget this fall, the laboratory will sustain its budget at no worse than a flat level into early March.

Lab science

Terry Wallace, who heads the laboratory’s science and engineering efforts gave a glimpse of a growth trend in the mission area the laboratory calls Energy Security and Energy Challenges. This “new mission” has gone from a $190-million portion of the lab’s budget in 2006 to $254 million in 2008.

“That’s a quarter of a billion dollars,” Wallace said, “plus an additional $105 million of the laboratory’s research and development money on top of that.”

He informed the legislators of a demonstration coming up next week related to a laboratory technology called “MagViz,” that aims to save air travelers from inconvenient security inspections by characterizing carry-on liquids. Other new technologies mentioned included an ultra-sound imaging instrument for breast cancer testing and superconducting solutions to the fragile electric power transmission system.

Procurement and education

Kevin Chalmers responded to one of the legislators’ regular concerns, which has to do with how many subcontract dollars are going to New Mexico businesses and especially businesses in their respective districts.

Procurement of goods and services slid downward with the LANS contract two years ago, at least partly because of new expenses like gross receipts taxes, award fees and pension costs.

“We had a reduction in spending when we got here,” Chalmers said, who is the division leader for acquisition services, “and it’s still going down.”

From $977 million in 2005, that figure has declined to a projected $700 million for next year. Of total procurements, state contractors captured 54 percent in 2008 and most of that (45 percent of total procurements) went to Northern New Mexico.

At the last oversight hearing, legislators had asked for a tutorial on what it might take to extend the lab-sponsored Math and Science Academy to other districts in the state.

Program Director Dave Foster showed them a two-step plan for how a school district could begin with an observational phase for about $13,500, and then advance to an implementation phase that would cost about $162,000 for 10 teachers in a three-year program.

Rep. Jeannette Wallace, R-Los Alamos, Sandoval and Santa Fe, chaired the meeting, which is the last meeting scheduled for the interim committee composed of members from both houses of the state legislature.

Lab performance ratings trend up

After his testimony LANL Director Michael Anastasio was asked for his thoughts on what he called “the good report” card from the National Nuclear Security Administration that oversees the nuclear complex for the Department of Energy.

“The key to me is that if we are effective and successful at the laboratory, we’ll do well,” Anastasio said, “We’re not focused only and specifically on our evaluation, which is a reflection of the government focus.”

He considered security to be one of the most noteworthy areas of improvement.

“That’s true especially in physical security,” he said. “But also in cyber security which must continue to improve, because it is such a dynamic area and a national challenge as well.”

He said the evaluation also reflected some continuing concerns about the lab’s project management, a situation he attributed to having to operate in facilities at the same time as the projects are going on.

Roger Snyder, deputy Los Alamos site office manager for NNSA and one of the key people involved in the evaluation, agreed, “”It’s always more complicated to repair the project while it is in motion.”

He said the oversight of the laboratory continues to be from the perspective of “a demanding customer.”

In this report, he said, the overall conclusion was that “change has taken hold” and the “initiative and momentum are going in the right direction.”

He said two-and-a-half-years ago, there was broad community concern and concerns nationwide about the laboratory and about what might happen with a for-profit manager coming in to manage a nuclear weapons laboratory.

“We’ve calmed the waters,” he said noting the lack of a Quintana-like incident, referring to the so-called thumb-drive incident that happened in 2006, as well as the laboratory’s handling of budget perturbations.

“They managed a workforce restructuring without claims of bias,” he said. “They haven’t been sued. The safety record has never been better.”

A number of positives and negatives were noted in the report section on Institutional Management Excellence, which was a subjective evaluation category, worth a total of a little more than $10 million. The category got an 80 percent grade and was awarded a little more than $8 million.

Among positives was improved relationship with the Environment Department, high activity drum shipments to the Waste Isolation Project in Carlsbad and “Overall mission achievement, including Roadrunner.” (the world’s fastest high performance computer).

Negatives included problems and responses at the Radioactive Waste Treatment Facility, and difficulties with preparing, planning and reviewing startup of new operations, including an interim radiography operation at the Plutonium Facility and a drum venting process at the hazardous waste repository at Area G.

LANL Earns Incentive, Contract Extension

The managers of Los Alamos National Laboratory are pleased with their report card for the year, a federal assessment that led to a one-year extension of their contract to run the lab for the Department of Energy.

The assessment, by the National Nuclear Security Administration's Los Alamos site office, awarded Los Alamos National Security LLC 87.9 percent of the possible fees available, up from 81.3 percent the previous year. The assessment was for Oct. 1, 2007, through Sept. 30, the second full year LANS has operated Los Alamos.

It was the first year the government could extend the expiration date — considered another incentive for performance. Ultimately, the contract could be extended up to 20 years.

The extension from seven years to eight “is a big deal for us, a vote of confidence” that assures another year of stability for the lab, Deputy Director Jan Van Prooyen said Wednesday shortly after the report was released.

“We have a good management team. They're experienced, they're dedicated and we're going to get better grades in the years ahead,” he said.

The extension “was our biggest and most important goal,” and gaining it shows Los Alamos is doing quality science and is contributing significantly to national security, he said.

The ratings process used by the DOE and NNSA is demanding and comprehensive, with some 200 measures that are difficult to achieve, Van Prooyen said.

LANS earned its fixed fee of $21.9 million as well as $41.5 million of a potential $51.2 million incentive fee, called an at-risk fee. In addition, it earned $7.3 million for so-called “work for others” projects at the lab, which are funded by non-DOE agencies.

LANS, which took over managing Los Alamos from the University of California in June 2006 after a series of security breaches, consists of the university, Bechtel Corp., BWX Technologies Inc. and Washington Group International.

The lab employs 8,500 full-time workers, down about 2,200 people since 2005. That includes the voluntary separations of about 500 workers last year. With contractors and others, the lab has more than 11,000 jobs.

The NNSA specifies what it wants, but leaves it up to the contractor to decide how to get that done.

The report card was based on LANS' own assessments, monthly performance reviews with the contractor, field assessments and audits, inspections, reviews of documents, tours of facilities and comments from the Department of Energy, NNSA and lab customers. Van Prooyen said the contractor has 1,000 separate measures it keeps on itself, which are available to NNSA daily and are validated by the agency. There also is oversight by LANS' parent companies.

LANS successfully completed more than 96 percent of certain weapons complex milestones, including producing seven pits, the triggers of nuclear weapons, the report said.

It said LANS made progress in reducing the number of classified parts kept at the lab, consolidating classified information and improving oversight of cybersecurity, but said it did not always meet NNSA's expectations in implementing nuclear safety programs at the lab.

NNSA said the contractor improved its relationship with the state Environmental Department. It “did not argue or debate every issue, but instead improved documentation and treated the regulator with care and respect,” the report said.

The report praised the contractor for shipping the last of certain high-activity waste from Los Alamos to the Waste Isolation Pilot Plant in Carlsbad and for completing the second axis at the Dual-Axis Radiographic Hydrodynamic Test facility, designed to check the reliability of the nation's nuclear stockpile.

NNSA also had criticisms of LANS. The contractor did not finish construction and readiness testing on a small chemical lab, it was unsuccessful in the last two years in resuming low-level waste treatment operations and it paid little attention to improving low-level treatment systems. The contractor also has struggled with the preparation, review and startup of new operations and labwide planning for acquisitions did not meet expectations, so several key procurements languished.

Van Prooyen acknowledged some projects were taking more time than expected. He said LANS was working with the federal agencies to improve the process.

But, he said, “building and repairing nuclear facilities is a very challenging business. You have to do it right. There's a lot of planning that has to be done.”

Where are my Cyber Yak-Trax?

In the spirit of the upcoming holidays, I'm going to try a constructive post for a change. Todays' Lab Newsbulletin contains a story headlined "Malicious phishing e-mail infects users who took the bait." Some excerpts:
Despite a series of warnings to Laboratory workers, a well-crafted malicious e-mail persuaded a number of employees to click on a link, resulting in the infection and confiscation of several Laboratory systems... This latest attack used verbiage that appeared to come from a Lab employee (although the associated phone number was faked), and the apparent "From:" address was a Google Gmail address rather than an internal address.

"Because I tend to be in a rush to get through my e-mail, I tend to want to accept what makes it into my inbox," said Maco Stewart of International Research, Analysis, and Technology Development (IAT-1), coordinator of the Lab's Information Security Operations Center. "Rather than have my computer get infected and confiscated, I'm trying to make myself check twice before I actually click on something or open any attachment. Many people don't completely back up their systems, either, and the complete system wipe and rebuild that's required after an infection can really ruin a person's productivity."
All of this "be careful" language reminds me of how the Lab approached the problem of falls on the winter ice for so many years. "Be careful," "go slow," "walk like a penguin." Wonderful advice - especially in hindsight - but how about clearing off the ice and snow in the first place, boss?! Those who have taken Human Performance Improvement training (allegedly the Lab's current safety program) will recognize that eliminating the source of the error is the best line of defense.

In that spirit, do readers have suggestions on how to really solve the cybersecurity threat? It's been made clear on several occasions that despite what they say, LANL's senior managers read the blog very closely. So maybe this is a better way to communicate than putting up Readers' Forum letters which will simply be dismissed by some appointed lackey.

Here are a few:

1. One root cause, suggested by Maco Stewart's quote above, is simply "too damn much email." In my opinion, it is time to stick a fork in the daily LINKS which is read by nobody, except perhaps the people who write it. Earlier this week a new mailing list was created for hosts of foreign nationals (over 300 subscribers) with the explanation that "Not everyone has the time (or inclination) to read Links regularly and it is rather easy to miss items of interest, such as Tuesday's FN and FN host meeting with Terry." At least this guy has the balls to be honest. LINKS no longer contains any items of any significance because nobody trusts that it will be read. It is an abject failure, so please stick a fork in it!

2. If there is a performance bonus riding on the continued existence of LINKS, then we obviously can't get rid of it. So instead, let's ride herd on the use of internal majordomo mailing lists. I checked mine this morning and found I've been signed up for over 50 emailing lists! (Almost as bad as the holiday catalog blitz in my mailbox at home). It gets even worse when idiots start replying to the entire mailing list with "Please unsubscribe me" and then ten other idiots reply "Yeah, me too." So here's a suggestion: Immediately kill off any mailing list that has more than 5% of the laboratory population subscribed to it, unless the list owner can prove that they need to communicate time-sensitive information (e.g. road closures). All information that applies to more than 5% of the lab's population goes on LINKS or the Newsbulletin. Some of the worst offenders on my list: lanldpr (>2000 subscribers), hrp_newsletter (>2100 subscribers), fsa_mastercard_recipients (>1200 subscribers), mylanl_users (>1000 subscribers), and cremusers (>1900 subscribers). If your mailing list is that large, and you are not the Laboratory Director or a PAD, then you technically qualify as a "spammer" and should be taken out and shot immediately.

3. Some here have promoted the idea of unplugging everyone below the AD level from the network. I'm increasingly leaning toward this solution, myself.

Obama chooses Steven Chu for Energy Secretary

WASHINGTON (Reuters) – President-elect Barack Obama will nominate Steven Chu, director of the Lawrence Berkeley National Laboratory, as his energy secretary, CNN reported on Wednesday.

Chu shared the 1997 Nobel Prize in physics and is a former chairman of the physics department at Stanford University in California and head of the electronics research laboratory at Bell Labs.

The Lawrence Berkeley Web site says Chu was an early advocate for finding scientific solutions to climate change and has guided the laboratory on a new mission to become the world leader in alternative and renewable energy research, particularly the development of carbon-neutral sources of energy.

That experience will be useful as the next energy secretary, as Obama wants to spend billions of dollars to promote alternative energy sources and create millions of green energy jobs.

A spokesman for the Lawrence Berkeley laboratory offered no comment on the prospect of Chu becoming the next energy secretary. Chu is traveling abroad in Asia and Europe and will be back at work on Monday, he said.

Chu will have to work closely with a new White House council that would coordinate energy and climate policy among the various federal agencies.

Former Environmental Protection Agency Administrator Carol Browner is the leading contender to head that panel, according to a source close to the Obama transition team.

Browner, a principal at global strategy firm The Albright Group LLC, heads Obama's advisory team on energy and the environment.

Loss Alamos

Talent leaving Los Alamos is a recurring theme on this blog, although I had not heard (or maybe just didn't notice) that they were going anywhere in particular - just "away".

John Fleck sent me the Frank Munger story below along with this comment:
I was imagining that if we had perfect data, we'd see an uptick in LANL people arriving at a number of institutions. Interesting to think what might be on that list, but Oak Ridge would certainly be on it. Not big numbers in any one place, but cumulatively....
Where are LANL people going when they leave? Is ORNL the top choice? Also, if anyone who left LANL is still reading this blog please report back to us. Do you have any regrets? Advice?

Munger: What’s that? Oak Ridge hiring from Los Alamos?

Ever since the brightest minds available gathered in New Mexico during World War II to design the first atomic bombs, Los Alamos National Laboratory has been considered one of the world’s premier research labs. Even today, despite the periodic security snafus, government contractor roulette and some of the uneasy adjustments required of a weapons design facility in the post-Cold War period, Los Alamos has managed to retain much of its prestige — an aura, if you will.

I don’t, of course, cover Los Alamos and wouldn’t pretend to understand the inner intricacies there or the mindset of scientists and engineers who populate the place (although I regularly get e-mails from the New Mexico crowd). Much of what I hear or know comes through the filter of folks at Oak Ridge institutions I cover, such as Oak Ridge National Laboratory and the Y-12 nuclear weapons plant, and that can be misleading.

Anyway, I note this in passing because there’s been a perceptible migration of personnel from Los Alamos to ORNL in recent years. Not a mass movement, not by any stretch. But enough to get one’s attention because in the past Los Alamos was hardly a productive recruiting ground for the Oak Ridge science camp.

I was recently told about 100 people had transferred from Los Alamos to ORNL over the past five years. The Oak Ridge lab’s human resources department wasn’t anxious to do record-checking over that time period and would only confirm statistics for the past year — when there were 13 transfers.

So, does this mean anything?

Well, I suspect it’s nothing of earth-shaking significance because scientists come and go all the time. The ability to attract scientists from a prestigious lab, such as Los Alamos, is probably seen as a positive trend from the Oak Ridge perspective. And it may reflect some changes that have taken place within the Department of Energy labs in the post-Cold War.

But mostly it’s about job opportunities and where one wants to do his or her work.

“We’re putting out job ads in certain areas, and high-performance computing — that’s been a real magnet,” said Dana Christensen, ORNL’s associate lab director for energy and engineering sciences, who himself is a LANL alumnus.

One of the major hiring areas at ORNL has been the National Center for Computational Sciences, and some of those hires have come from Los Alamos.

Los Alamos (IBM Roadrunner) and ORNL (Cray Jaguar) ranked one and two in the latest world rankings for fastest computers. The big difference is that Jaguar is used to open science, and that apparently is a factor with some researchers.

“They like Jaguar better,” ORNL’s scientific computing chief Thomas Zacharia said recently. He laughed when he said it, but there’s probably some truth there, too.

“They aren’t restricted on what they do,” Christensen said. “What they’re doing at Los Alamos is largely classified — very important work. But here they can do open source work, which is very important also.”

I’m reminded of an interview I did a few years ago with Sean Ahern, the visualization chief at ORNL’s computing center, who came to Oak Ridge after a stint at Lawrence Livermore National Laboratory — another weapons design lab.

“It’s nice to be able to present your work in the open, talk to your family about your job and work in an environment where you’re allowed to bring your cell phone into the office,” Ahern said. “It’s nice to not always watch what you say.”

Laboratory restructures diversity initiatives

Employees take active role

As part of an effort to bolster diversity efforts, the Laboratory is rolling out new employee-led diversity initiatives, including an Executive Diversity Committee headed by Director Michael Anastasio.

Three new Diversity Working Groups have been created to work specifically on issues related to the recruitment, retention, and professional development of protected-class employees as well as fostering a work environment that supports diversity. These groups will consist of embedded subject-matter experts from various Laboratory organizations and members of Employee Resource Groups representing the interests of women; American Indians; Hispanics; African Americans; Asians; lesbian, gay, bisexual, transgender, and intersex (LGBTI) individuals; veterans; and employees with disabilities.

While the Employee Resource Groups will continue to develop targeted initiatives and communicate group-specific issues to the three new Diversity Working Groups, the working groups will be charged with developing and implementing cohesive strategies for addressing the underrepresentation of targeted workforce populations and for promoting an organizational culture that provides all employees with an equal opportunity to maximize their potential. Results will be reported semiannually to the Executive Diversity Committee, which will be responsible for providing oversight and assisting the resource groups in meeting their objectives.

In addition to Anastasio, members of the Executive Diversity Committee include Deputy Laboratory Director Jan Van Prooyen, Mike Mallory, Rich Marquez, Carl Beard, Scott Gibbs, Doris Heim, Mary Neu, and Ben Glover.

“Research shows that diversity initiatives can boost both employee morale and performance,” said Laboratory Diversity Officer C. J. Bacino. “The new structure of our Employee Resource and Diversity Working Groups, combined with enthusiastic support from senior management and the groups’ members, places us in a very good position to secure meaningful, positive results,” he said.

Information sessions hosted by the Office of Equal Opportunity and Diversity (OEOD) and open to all employees will explain the Laboratory’s employee-led diversity initiatives as well as how to apply to participate, said Bacino. The information sessions are from 2 to 3 p.m. Tuesday and 11:30 a.m. to 12:30 p.m. Wednesday in the Physics Building Auditorium.

Lab Worker's Sentence OK'd

ALBUQUERQUE — A federal appeals court has affirmed the sentence of a former Los Alamos National Laboratory worker who pleaded guilty to using bogus purchase orders to embezzle tens of thousand of dollars from the lab.

Dolores Mae Arreola, a former purchasing officer at the lab, pleaded guilty in March 2007 to one count of making false statements or entries, one count of theft or embezzlement of public money and one count of making a false, fictitious or fraudulent claim.

She appealed after being sentenced to four months in prison, four months of home detention and three years of supervised release. She was also ordered to pay restitution to the federal government and forfeit two vehicles she acquired through the scam.

A three-judge panel of the 10th U.S. Circuit Court of Appeals in Denver affirmed her sentence in a 15-page ruling filed Monday.

The panel found that Arreola's sentence was “procedurally reasonable” given that she had a position of trust at the lab and had the power to grant exceptions to the lab's procurement policies.

Arreola was fired from the lab in July 2005 after the embezzlement scheme was uncovered.

According to court documents, she used her position to funnel money into a land grant association, which she served as president. She then arranged for the Santo Domingo de Cundiyo Heirs Association to be recognized in the lab's procurement system as an authorized vendor.

She stated the association was awarded contracts and purchase orders worth more than $55,000 on three separate occasions — none of which had anything to do with land grants. Arreola would deposit the checks made out to the land grant association in its bank account and then withdraw the money.

On the third occasion, lab officials discovered the scam and the bank froze the account.

Europeans Seek to Revive Nuclear Ban

PARIS — The European Union is trying to revive a movement to reduce the number of nuclear weapons, proposing a global ban on nuclear testing and a moratorium on the production of all fissile material, according to a letter from the French president, Nicolas Sarkozy, made public on Monday.

France, a nuclear power, holds the European Union presidency until the end of the year, so Mr. Sarkozy wrote to the United Nations secretary general, Ban Ki-moon, in the name of the union.

“We are convinced of the necessity to work for general disarmament,” Mr. Sarkozy wrote in the two-page letter, dated Dec. 5 and released by his office. “The United Nations has an important role to play in the debate on disarmament. Europe wants to play an important role.”

The number of nuclear weapons worldwide is at least 20,000, and there is a new interest in reviving efforts to sharply reduce the number in a post-cold-war world where smaller, less stable countries are thought to be pursuing nuclear weapons, and where nuclear terrorism is a concern. President-elect Barack Obama promised in his campaign to make “the goal of eliminating all nuclear weapons a central element in our nuclear policy.”

The growing debate over the Iranian nuclear program is an important backdrop to the European effort, French officials said. Iran has refused to stop uranium enrichment despite United Nations sanctions. It says its enrichment program is only for peaceful nuclear power; no Western government believes that, and intelligence agencies expect Iran to have enough enriched material for a nuclear weapon by the end of 2009. Some nuclear experts say they believe that Iran has enough enriched uranium for one bomb.

The European Union is also proposing “the opening of consultations on a treaty forbidding short- and medium-range surface-to-surface missiles,” which is highly unlikely because of their increasing use in conventional warfare.

Other proposals include the universal ratification of the Comprehensive Nuclear Test Ban Treaty, the dismantling of nuclear bomb test sites, and a universal inspection regime, and the Europeans urge further progress in talks between the United States and Russia on a follow-on treaty to the 1991 Strategic Arms Reduction Treaty, or Start.

The publication of Mr. Sarkozy’s letter seemed timed to coincide with a conference beginning on Tuesday in Paris of an international group pressing for the elimination of nuclear arms.

The group, called Global Zero, includes Thomas R. Pickering, a former American ambassador to the United Nations, Russia, Israel, India, El Salvador, Jordan and Nigeria; Richard Burt, a former American ambassador to Germany and former nuclear-arms negotiator; Margaret Beckett, a British Labor legislator and former foreign secretary; Sir Malcolm Rifkind, a British Conservative legislator and former foreign secretary; and Queen Noor of Jordan, the widow of King Hussein. Former President Jimmy Carter and the former Soviet leader Mikhail S. Gorbachev are listed as supporters.

Hidden Travels of the Atomic Bomb

In 1945, after the atomic destruction of two Japanese cities, J. Robert Oppenheimer expressed foreboding about the spread of nuclear arms.

“They are not too hard to make,” he told his colleagues on the Manhattan Project at Los Alamos, N.M. “They will be universal if people wish to make them universal.”

That sensibility, born where the atomic bomb itself was born, grew into a theory of technological inevitability. Because the laws of physics are universal, the theory went, it was just a matter of time before other bright minds and determined states joined the club. A corollary was that trying to stop proliferation was quite difficult if not futile.

But nothing, it seems, could be further from the truth. In the six decades since Oppenheimer’s warning, the nuclear club has grown to only nine members. What accounts for the slow spread? Can anything be done to reduce it further? Is there a chance for an atomic future that is brighter than the one Oppenheimer foresaw?

Two new books by three atomic insiders hold out hope. The authors shatter myths, throw light on the hidden dynamics of nuclear proliferation and suggest new ways to reduce the threat.

Neither book endorses Oppenheimer’s view that bombs are relatively easy to make. Both document national paths to acquiring nuclear weapons that have been rocky and dependent on the willingness of spies and politicians to divulge state secrets.

Thomas C. Reed, a veteran of the Livermore weapons laboratory in California and a former secretary of the Air Force, and Danny B. Stillman, former director of intelligence at Los Alamos, have teamed up in “The Nuclear Express: A Political History of the Bomb and its Proliferation” to show the importance of moles, scientists with divided loyalties and — most important — the subtle and not so subtle interests of nuclear states.

“Since the birth of the nuclear age,” they write, “no nation has developed a nuclear weapon on its own, although many claim otherwise.”

Among other things, the book details how secretive aid from France and China helped spawn five more nuclear states.

It also names many conflicted scientists, including luminaries like Isidor I. Rabi. The Nobel laureate worked on the Manhattan Project in World War II and later sat on the board of governors of the Weizmann Institute of Science, a birthplace of Israel’s nuclear arms.

Secret cooperation extended to the secluded sites where nations tested their handiwork in thundering blasts. The book says, for instance, that China opened its sprawling desert test site to Pakistan, letting its client test a first bomb there on May 26, 1990.

That alone rewrites atomic history. It casts new light on the reign of Benazir Bhutto as prime minister of Pakistan and helps explain how the country was able to respond so quickly in May 1998 when India conducted five nuclear tests.

“It took only two weeks and three days for the Pakistanis to field and fire a nuclear device of their own,” the book notes.

In another disclosure, the book says China “secretly extended the hospitality of the Lop Nur nuclear test site to the French.”

The authors build their narrative on deep knowledge of the arms and intelligence worlds, including those abroad. Mr. Stillman has toured heavily guarded nuclear sites in China and Russia, and both men have developed close ties with foreign peers.

In their acknowledgments, they thank American cold warriors like Edward Teller as well as two former C.I.A. directors, saying the intelligence experts “guided our searches.”

Robert S. Norris, an atomic historian and author of “Racing for the Bomb,” an account of the Manhattan Project, praised the book for “remarkable disclosures of how nuclear knowledge was shared overtly and covertly with friends and foes.”

The book is technical in places, as when detailing the exotica of nuclear arms. But it reads like a labor of love built on two lifetimes of scientific adventure. It is due out in January from Zenith Press.

Its wide perspective reveals how states quietly shared complex machinery and secrets with one another.

All paths stem from the United States, directly or indirectly. One began with Russian spies that deeply penetrated the Manhattan Project. Stalin was so enamored of the intelligence haul, Mr. Reed and Mr. Stillman note, that his first atom bomb was an exact replica of the weapon the United States had dropped on Nagasaki.

Moscow freely shared its atomic thefts with Mao Zedong, China’s leader. The book says that Klaus Fuchs, a Soviet spy in the Manhattan Project who was eventually caught and, in 1959, released from jail, did likewise. Upon gaining his freedom, the authors say, Fuchs gave the mastermind of Mao’s weapons program a detailed tutorial on the Nagasaki bomb. A half-decade later, China surprised the world with its first blast.

The book, in a main disclosure, discusses how China in 1982 made a policy decision to flood the developing world with atomic know-how. Its identified clients include Algeria, Pakistan and North Korea.

Alarmingly, the authors say one of China’s bombs was created as an “export design” that nearly “anybody could build.” The blueprint for the simple plan has traveled from Pakistan to Libya and, the authors say, Iran. That path is widely assumed among intelligence officials, but Tehran has repeatedly denied the charge.

The book sees a quiet repercussion of China’s proliferation policy in the Algerian desert. Built in secrecy, the reactor there now makes enough plutonium each year to fuel one atom bomb and is ringed by antiaircraft missiles, the book says.

China’s deck also held a wild card: its aid to Pakistan helped A.Q. Khan, a rogue Pakistani metallurgist who sold nuclear gear on the global black market. The authors compare Dr. Khan to “a used-car dealer” happy to sell his complex machinery to suckers who had no idea how hard it was to make fuel for a bomb.

Why did Beijing spread its atomic knowledge so freely? The authors speculate that it either wanted to strengthen the enemies of China’s enemies (for instance, Pakistan as a counterweight to India) or, more chillingly, to encourage nuclear wars or terror in foreign lands from which Beijing would emerge as the “last man standing.”

A lesser pathway involves France. The book says it drew on Manhattan Project veterans and shared intimate details of its bomb program with Israel, with whom it had substantial commercial ties. By 1959, the book says, dozens of Israeli scientists “were observing and participating in” the French program of weapons design.

The book adds that in early 1960, when France detonated its first bomb, doing so in the Algerian desert, “two nations went nuclear.” And it describes how the United States turned a blind eye to Israel’s own atomic developments. It adds that, in the autumn of 1966, Israel conducted a special, non-nuclear test “2,600 feet under the Negev desert.” The next year it built its first bomb.

Israel, in turn, shared its atomic secrets with South Africa. The book discloses that the two states exchanged some key ingredients for the making of atom bombs: tritium to South Africa, uranium to Israel. And the authors agree with military experts who hold that Israel and South Africa in 1979 jointly detonated a nuclear device in the South Atlantic near Prince Edward Island, more than one thousand miles south of Cape Town. Israel needed the test, it says, to develop a neutron bomb.

The authors charge that South Africa at one point targeted Luanda, the capital of neighboring Angola, “for a nuclear strike if peace talks failed.”

South Africa dismantled six nuclear arms in 1990 but retains much expertise. Today, the authors write, “South African technical mercenaries may be more dangerous than the underemployed scientists of the former Soviet Union” because they have no real home in Africa.

“The Bomb: A New History,” due out in January from Ecco Books, an imprint of HarperCollins, plows similar ground less deeply, but looks more widely at proliferation curbs and diplomacy. It is by Stephen M. Younger, the former head of nuclear arms at Los Alamos and former director of the Defense Threat Reduction Agency at the Pentagon.

Dr. Younger disparages what he calls myths suggesting that “all the secrets of nuclear weapons design are available on the Internet.” He writes that France, despite secretive aid, struggled initially to make crude bombs — a point he saw with his own eyes during a tour of a secretive French atomic museum that is closed to the public. That trouble, he says, “suggests we should doubt assertions that the information required to make a nuclear weapon is freely available.”

The two books draw on atomic history to suggest a mix of old and new ways to defuse the proliferation threat. Both see past restraints as fraying and the task as increasingly urgent.

Mr. Reed and Mr. Stillman see politics — not spies or military ambitions — as the primary force in the development and spread of nuclear arms. States repeatedly stole and leaked secrets because they saw such action as in their geopolitical interest.

Beijing continues to be a major threat, they argue. While urging global responses like better intelligence, better inspections and better safeguarding of nuclear materials, they also see generational change in China as a great hope in plugging the atomic leaks.

“We must continue to support human rights within Chinese society, not just as an American export, but because it is the dream of the Tiananmen Square generation,” they write. “In time those youngsters could well prevail, and the world will be a less contentious place.”

Dr. Younger notes how political restraints and global treaties worked for decades to curb atomic proliferation, as did American assurances to its allies. “It is a tribute to American diplomacy,” he writes, “that so many countries that might otherwise have gone nuclear were convinced to remain under the nuclear umbrella of the United States.”

And he, too, emphasizes the importance of political sticks and carrots to halting and perhaps reversing the spread of nuclear arms. Iran, he says, is not fated to go nuclear.

“Sweden, Switzerland, Argentina and Brazil all flirted with nuclear programs, and all decided to abandon them,” he notes. “Nuclear proliferation is not unidirectional — given the right conditions and incentives, it is possible for a nation to give up its nuclear aspirations.”

The take-home message of both books is quite the reverse of Oppenheimer’s grim forecast. But both caution that the situation has reached a delicate stage — with a second age of nuclear proliferation close at hand — and that missteps now could hurt terribly in the future.

Mr. Reed and Mr. Stillman take their title, “The Nuclear Express,” from a 1940 radio dispatch by Edward R. Murrow , who spoke from London as the clouds of war gathered over Europe. He told of people feeling like the express train of civilization was going out of control.

The authors warn of a similar danger today and suggest that only close attention to the atomic past, as well as determined global action, can avoid “the greatest train wreck” in history.

Wanted: Renaissance Person for Energy Secretary

While most of Washington is fascinated with the triangle of strong personalities that President-elect Barack Obama has empowered to preside over foreign policy (Gen. Jim Jones, Hillary Clinton and Joe Biden), another constituency is wracked with the agony of hope. It is the bitterly divided energy constituency that hopes that a new secretary of energy will lean their way.

The most hopeful of these are the greens who have taken Obama at his word, and who expect a flood of money for wind, solar and biomass; great new jobs; and crippling limits to the use of coal and nuclear.

But there is another constituency that believes it is the real green alternative – coal. Or, more precisely clean coal. Already, this receives nearly $1 billion a year in funding, much of it going to carbon capture and sequestration – a concept fraught with legal, political and technical difficulties but popular with the utilities and the miners. Died-in-the-wool environmentalists look at it as a trick at best and a semantic obfuscation, designed to deceive the public, at worst. Clean or otherwise, coal will be burned for decades to come – most of it in its dirty form, the experts tacitly acknowledge.

Another constituency that was just feeling it could be listened to is nuclear. John McCain raised hopes when he talked about 45 new reactors, and nuclear advocates hoped that Obama heard that loud and clear.

Now, two clouds hang on the nuclear horizon – opposition in the Democratic Congress and the credit drought. The advocates believe they can coax the Congress to their point of view, especially with a pro-nuclear secretary. But they are not so sure about the credit markets, even with loan guarantees. A new plant could cost between $10 billion and $14 billion. That is a lot of borrowing, and John Rowe, the chief of mighty Exelon Corporation, has said no utility can build the plants unaided.

Then there are the seldom heard but influential nuclear weapons hawks who would like to see a secretary who understands the aging nuclear stockpile, and worries about the effectiveness of weapons that have not been tested in a generation. They want the stockpile updated; new weapons designed and built and, if feasible, tested underground. They are said to be lead by that grand old man of Washington policy wonks, former national security adviser Brent Scowcroft. They point out that $20 billion of the Department of Energy’s $25 billion budget is earmarked for weapons. It goes to the somewhat autonomous National Nuclear Security Administration.

To be secretary of energy is to preside over a complex archipelago of almost totally unrelated responsibilities. The department has nuclear waste, nuclear verification, nuclear stockpiles, warhead decommissioning and various black programs to deal with before one calorie of energy is produced.

A source with 30 years of experience in the DOE warns: “You can’t turn a battleship around in the bathtub, and budgeting here is like that.”

The department is not only remarkable in its reach but also in its staffing. It directly employs about 7,000 people. But through the big nine national laboratories, it has dominion over 130,000 people. This makes the DOE unique and, in some respects, advantages it. While the labs work on far-flung projects for other agencies, and sometimes private corporations, they are controlled and funded by DOE. One secretary told me: “It’s like having a private army. The labs, with all of their Ph.Ds, will do anything so long as you fund them.”

What is certain is that the new secretary, unless he or she has had extensive experience with the department, will be shocked to learn that the DOE has little to do with energy today. It is really a series of giant sandboxes for scientists to play in.

What is the CSE Bonus Program?

Who is not eligible for this program?

How does the bonus program work?
As a prerequisite for the program, a selected volunteer must agree to accept transfer into the CSE position and agree to become qualified within a year. The CSE bonus program has three separate elements. Each element is a one-time lump sum bonus.

* Transfer Bonus – Eligible employees who volunteer and are accepted to transfer into a CSE position between December 1, 2008 and January 12, 2009 will receive $5,000 upon beginning work in the CSE position. As a condition of this bonus, recipients must agree to remain in the CSE position for one year or repay the entire $5K bonus.
* Qualification Bonus – Eligible employees who are not already qualified as CSEs as of December 1, 2008, will receive $5,000 upon certification by Engineering Services management that they have met qualification requirements listed in ISD 341-3.1, Engineering Training and Qualification Manual, for the assigned position. At that time, they will be required to sign a memorandum of understanding agreeing to maintain their qualifications and remain in a CSE position for three years from the date of initial qualification. In addition, they must agree that if they do not remain in a CSE position for one year following qualification, they will repay the entire $5K bonus. Eligible employees who have already completed their qualification requirements as of December 1, 2008, will be required to sign the memorandum of understanding as a condition of receiving the retention bonus described below, but will not receive the qualification bonus.
* Retention Bonus – Upon completion of the agreed three year commitment, eligible employees who have maintained their qualifications and have demonstrated satisfactory job performance and conduct will receive $30,000. For eligible employees who are already qualified on December 1, 2008, the three year period will end on November 30, 2011. For eligible employees who attain qualification after December 1, 2008, the retention period will end on the third anniversary of their date of qualification.

The CSE Bonus Program terminates upon payment of the Retention Bonus; no additional payments will be made.

Will taxes be withheld from the bonus amounts?
Yes.

One of my employees has volunteered for the CSE program. If she is selected, can I backfill her position?
As you know, the Laboratory continues to closely manage regular employee staffing closely. The losing organization’s Principal Associate Director must approve requests to backfill a position vacated by someone taking a CSE position. The losing organization does not automatically keep the headcount authorization.

How do I volunteer to become a CSE?
To be considered for a CSE position, employees must have a BS degree or higher in an engineering discipline from a four-year accredited institution. Volunteers must hold or be able to obtain a Q clearance, which normally requires US citizenship. Most CSE positions also require HRP certification. Only employees with satisfactory performance and conduct will be considered.

How will volunteers be selected?
Selections will be made taking into consideration the qualifications of the volunteers and the overall needs of the institution. Volunteers will be selected based on the needs of the CSE program and overall institutional needs. ADE management will consult with the line Associate Directors of the volunteers before making any selections.

Can I file a complaint with Employee Relations if I volunteer but am not selected?
Unlike a traditional selection process, we are not limiting our selections to the best qualified candidates. Instead, we will accept volunteers whose career change is in the best interest of the institution, taking into account funding, institutional deliverables and the qualifications of the volunteers. Therefore, complaints will be limited to instances where an individual believes that impermissible discrimination or retaliation was the reason for not being accepted into the CSE position.

Will an interview be required?
Interviews may be scheduled depending on the size of the volunteer pool.

Do I have a choice of where I will work if I become a CSE?
No. Because of the need to make improvements in Conduct of Operations and Conduct of Engineering CSEs will be deployed where ES and ADNHHO managers determine they are most needed.

When will volunteers be notified that they have been selected?
The current plan is to notify the selected volunteers no later than close of business on December 19. However, notification may be delayed depending on the size of the volunteer pool.

Can my current manager prevent me from volunteering?
No. All interested employees are encouraged to volunteer. However, your current management at the Associate Director level may have a significant impact on whether you are accepted into the program. Once the qualifications of all of the volunteers have been reviewed, ADE management will consult with the directorate-level managers of the volunteers to determine whether accepting any particular volunteer would be in the best interests of the Laboratory as a whole.

I’m currently working part-time as a CSE and part-time doing programmatic work in another division. Am I eligible for the bonus?
You are eligible to volunteer to become a full time CSE. If you are selected, then you would be eligible for the bonus program. It is ES division’s intention to end reliance on part-time CSEs from other organizations, so you would likely not be asked to continue in that dual assignment once the CSE positions are fully staffed. However, CSEs in ES division who has other assignments in addition to the CSE assignment are eligible for the program.

Where can I find out what the training requirements are to become a CSE?
See ISD 341-3.1

How long will it take to become qualified once I am accepted as a CSE?
Depending on your experience, whether you have worked in a nuclear facility and whether you are currently cleared and HRP certified, it should take six to twelve months. No individual should take longer than twelve months to become qualified unless there are extenuating circumstances.

What happens to my bonuses if I leave the program?
That depends on when and why you leave. If you leave voluntarily, either by moving to another Laboratory position or by terminating your Laboratory employment, you will forfeit any bonus component not already paid. In addition, if you leave the CSE position within one year of receiving the transfer bonus or within one year of receiving the qualification bonus, you will be expected to repay the entire amount. If you move into another Laboratory position, an arrangement will be made to withhold money from your paycheck to repay the bonus. The sole exception is that if you apply and are selected for an advertised management position within the ADE directorate. In that instance, you will not be required to repay either of the bonuses and you, if you are already qualified, you would receive a pro-rated portion of the retention bonus upon starting work in the management position.

If you leave the CSE program involuntarily, you may be eligible for a pro-rated bonus if you are moved from the CSE position for any reason other than misconduct, poor performance or loss of qualification.

The specifics of the bonus program will be spelled out in a Memorandum of Understanding that each eligible CSE will be required to sign as a condition of receiving any component of the bonus.

What time will count towards the three-year service commitment?
Work time, holidays and periods of vacation or sick leave of 15 work days or less, or other approved leaves.

Can management extend the three year service period required to receive the $30K?
Yes. Extended absences (greater than 15 workdays) and periods of temporary reassignment or temporary loss of qualification (for example temporary loss of HRP certification) may extend the 3 year commitment.

When will the transfers be effective?
It is our goal to have as many CSEs on board as possible early in January, so we are planning for transfers to be effective January 12. ES division will work with managers in the losing organizations and the transferring employees on any issues related to the transfer date.

What if I volunteer and then change my mind?
Your decision to volunteer may be withdrawn at any time up until you begin work in the CSE position.

What if I start a CSE position and then discover I don’t like the work? Can I go back to my old job? Would I have to repay the initial transfer incentive?
Once you begin work in the CSE position, the Laboratory’s standard policies pertaining to application for other positions and directed transfers apply. P701 requires a regular employee to serve 6 months in the current position before applying for a new job. The “trial basis transfer” policy, under which employees previously were permitted to return to their former jobs, is no longer in effect. If you voluntarily move to any Laboratory position other than a management position within ADE within the first year, you will be required to repay the $5K transfer bonus.

Is there any way I could be removed from the CSE program?
Yes. You could be removed for misconduct, poor performance, loss of qualification or as permitted by Laboratory policy allowing mangers to reassign or transfer employees.

If I volunteer and am selected for a CSE position, will my job classification change?
Accepted volunteers will be moved into CSE positions through directed transfer; the employee’s pay band will not be reduced. CSE jobs fall into the Engineer job family. Directed transfer from the R&D Engineer family would be mapped as shown below.

Unions Angered as Bush Further Limits Eligibility

Order Affects National Security Workers

Government unions yesterday criticized a White House executive order that bars certain workers at five federal departments from joining a union because they are engaged in intelligence gathering, investigations and other national security work.

Offices covered by the order employ about 8,600 people within the Energy, Homeland Security, Justice, Transportation and Treasury departments. About 900 of them are Bureau of Alcohol, Tobacco, Firearms and Explosives workers who have chosen to participate in collective bargaining and will lose their negotiated work rules, a White House spokesman said. Such rules typically cover working hours, scheduling and promotion procedures, for example.

The National Treasury Employees Union, however, said the order covers about 1,500 workers in the ATF bargaining unit at the Justice Department, plus about 50 in the Office of International Affairs at Immigration and Customs Enforcement in the Homeland Security Department.

Workers at other offices typically have not sought or were previously prohibited from collective bargaining.

White House spokesman Scott M. Stanzel said President Bush signed the order Monday to reflect intelligence and homeland security agency reorganizations since he took office and "to make sure we are able to effectively carry out those primary functions that are vital to our national security."

Executive Order 12171, issued by President Jimmy Carter in the 1979, allows the president to exclude workers engaged in national security from the Federal Labor-Management Relations Program. Bush's order marked its 12th amendment.

Colleen M. Kelley, president of the NTEU, said ATF workers were stripped of labor rights for no justifiable reason, including bargaining agreements reached in April.

ATF employees "have had collective bargaining rights for more than 30 years and there is no indication that having those rights interfered with their mission before," Kelley said in a statement, vowing to work with President-elect Barack Obama's administration to overturn Bush's order.

Peter Winch, national organizer for the American Federation of Government Employees, called the move "an abuse of discretion in the last few days" of Bush's tenure, noting that ATF was reorganized and moved from Treasury to the Justice Department in 2003.

"From then to now, from last week to today, what has changed from the national security perspective? These workers' rights are not trivial," Winch said.

Evaluation of Quantification of Margins and Uncertainties Methodology for Assessing and Certifying the Reliability of the Nuclear Stockpile

Summary

BACKGROUND

In order to meet their obligation to help maintain the capabilities of the nuclear weapons stockpile and to perform the annual assessment for the stockpile’s certification, the national security laboratories (Los Alamos National Laboratory—LANL, Lawrence Livermore National Laboratory—LLNL, and Sandia National Laboratories—SNL) of the National Nuclear Security Administration (NNSA) employ a wide range of processes, technologies, and expertise. The quantification of margins and uncertainties (QMU) framework plays a key role in helping to link those three elements. While it does not replace existing assessment methodologies, QMU makes a number of critical contributions. Concerns about its use, however, led the Congress to ask the National Research Council to evaluate 1) how the national security labs were using QMU, including any significant differences among the three labs; 2) its use in the annual assessment; and 3) whether the application of QMU to assess the proposed reliable replacement warhead (RRW) could reduce the likelihood of resuming underground nuclear testing.[1] This request was endorsed by the NNSA.

MAJOR FINDINGS AND RECOMMENDATIONS

QMU is a sound and valuable framework that helps the national security laboratories carry out the Department of Energy’s (DOE) responsibility to maintain the nation’s nuclear weapons capabilities. Its value is evident in many ways, including for the organization of the many stockpile stewardship tools such as the advanced simulation and computing codes and computing and for the allocation of important resources. The national security laboratories and NNSA should expand their use of QMU while continuing to develop, improve, and increase application of the methodology. While they have focused much attention on uncertainty quantification, a broader effort is needed in this area, including further development of the methodology to identify, aggregate, and propagate uncertainties. In a related issue, the identification of performance gates (see Glossary) and their margins is incomplete.

QMU also relies on expert judgment, and effective implementation of QMU will depend on maintaining a quality staff at the national security labs, particularly weapons designers. Finally, the national security labs are not taking full advantage of their own probabilistic risk assessment capabilities. Several probabilistic risk assessment concepts could be applied to QMU applications. In particular, the national security labs should investigate the probability of frequency (See Glossary) approach in presenting uncertainties.

The application of QMU in the annual assessment review conducted by the national security laboratories is growing and providing important insights, such as a basis for confidence in stockpile performance. Its use in the review is still limited, however, and should be expanded. In particular, margins (M) and uncertainties (U) should be reported for all gates that are judged to be critical for warhead performance.

While there are differences among the national security labs in how the QMU methodology is implemented, these differences can enhance the development of QMU. Different approaches for estimating uncertainties, for example, should continue to be explored. Differences in definitions and terminology, however, can inhibit communication and transparency, and the national security labs should agree upon a common set of definitions and terms. Consistency and transparency of the application of QMU are also being inhibited by the lack of documentation. Both NNSA and the labs should issue QMU guidance documents in time for the current assessment cycle.

QMU can be used to evaluate new warheads, such as the RRW design, and for certification. If the design of a new nuclear warhead is sufficiently “close” to existing tested designs, the new warhead could, in principle, be certified without nuclear tests, based on archival tests, modeling and simulation tools, and a more mature QMU methodology. The design labs (LANL and LLNL) should provide detailed justification for use of archival tests to support any proposed RRW design and investigate ways to help quantify “closeness”.
