“Compliance does not necessarily mean Protection.”

On Frank Munger's Atomic City Underground blog, I found this quote in a post about Y-12 employee Glenn Bell's frustrations with management's response to safety issues:
Management response is that they are meeting minimum regulatory requirements, and this appears to be all they are willing to do, regardless of the recommendations of treating physicians, and despite the flexibility of existing regulations. “Compliance does not necessarily mean Protection.”
